CHRIST THE KING BASKETBALL ASSOCIATION
By-Laws

ARTICLE I – NAME AND AUTHORITY
The name of the association shall be Christ The King Basketball Association. The Association colors shall be Purple and Gold. Christ The King Basketball Association will be a member of the Tidewater Catholic Basketball League (TCBL) and will be governed by the By-Laws of that organization.  Matters not addressed by TCBL By-Laws will be resolved based on CTKBA By-Laws contained herein.

ARTICLE II – PHILOSOPHY AND PURPOSE

SECTION 1 – PHILOSOPHY
The philosophy of Christ The King Basketball Association combines the principles of Catholic faith and education and the practice of Christian values in healthy athletic competition.

SECTION 2 – PURPOSE
The purpose of this Association is to provide student athletes continuing opportunities for development in the areas of sportsmanship, community service, cooperation, patience, and loyalty, in addition to the development of athletic skills.

ARTICLE III – MEMBERSHIP
Membership will be open to all families of Christ The King Parish and School. All families will be given a copy of the guidelines at registration. Parents will be required to sign the player contract verifying that they have read, understand, and will follow all the guidelines, by-laws and rules set forth by the Christ The King Basketball Association. Membership requires active participation in the Association.

ARTICLE IV –STAFF AND RESPONSIBILITIES

SECTION 1 - BOARD
The Basketball Association Board shall consist of the Pastor, School Principal, President, Vice-President, Basketball Coordinator, Secretary, Treasurer, Equipment Manager, and Volunteer Coordinator. The Board will, at a minimum, convene a meeting in May to elect officers and in September to review the annual budget and schedule events for the upcoming season. Subsequent meetings may be called by the President as necessary. A quorum of five members is required to vote on any official business. The President will be responsible for overseeing all the Board’s jobs. The positions of President, Vice-President, Basketball Coordinator, Secretary, Treasurer, Equipment Manager, and Volunteer Coordinator are open to all Basketball Association members. Unless otherwise approved by the outgoing Board, returning coaches who intend to coach during the upcoming season shall not be eligible for membership on the Board.

Board members will be nominated and subsequently elected by a simple majority of assembled Association members at the Association’s Annual Meeting held in May. All Board Members shall hold their position for a term of one year to run from July 1 through June 30. There is no limit to the number of terms a Board member may serve if reelected.

SECTION 2 - RESPONSIBILITIES

PASTOR
The Pastor of Christ The King Catholic Church shall work together with the Basketball Association to achieve a successful Basketball program. The Director of Religious Education will notify the Basketball Association regarding Christian Formation students’ attendance. Christian Formation students may have no more than 2 absences per year. Exceptions will be made for illness and other substantial reasons with notification.

PRINCIPAL
The Principal shall work together with the Basketball Association to achieve a successful Basketball program. The Principal shall ensure the academic performance of the students is kept to the highest standards.

PRESIDENT
The President will serve as a liaison between the Basketball Association and the Pastor and Principal.  He/She will plan, schedule, coordinate, and facilitate Board meetings; resolve issues between parents, players, and board members; and coordinate all activities of the Basketball Association.

VICE-PRESIDENT
In the absence of the President, the Vice-President will serve as a liaison between the Basketball Association and the Pastor and Principal. In the absence of the President, will plan, schedule, coordinate, and facilitate Board meetings; resolve issues between parents, players, and board members; and coordinate all activities of the Basketball Association.

BASKETBALL COORDINATOR
The Basketball Coordinator will serve as the Christ The King representative on the Tidewater Catholic Basketball League (TCBL) Board of Directors. As such, he/she will attend all TCBL meetings and report back to President and Vice-President; provide regular season and tournament schedules to CTK team coaches; and discuss complaints, problems, league rules and by-laws regarding CTK participation in the TCBL. He/She will oversee the registration of players including the collection of player applications and birth certificates and deliver to the TCBL (check from Treasurer will be made to TCBL for insurance and league fees for each player).  He/She will oversee drafting of team rosters to deliver to TCBL and CTK coaches and draft practice schedule for CTK teams.

He/She will oversee league play at Christ The King as on-site TCBL representative. The Basketball Coordinator will be responsible for all coaches and shall ensure that they are role models, practice good Christian values and actively participate in the parish.

SECRETARY
The Secretary shall handle all Association correspondence, provide notification through the parish bulletin and the school’s Monday Newsletter at least two consecutive weeks in advance of all meetings and events, and prepare agenda and take roll at general meetings. Meeting agenda will be distributed not less than 5 working days prior to each meeting. The Secretary shall keep the Minutes of each meeting, distribute a copy of the Minutes to the Board, Pastor, and Principal and be the custodian of all Association records. Meeting Minutes shall be distributed not later than 7 days after each meeting. The Secretary will also announce any emergency meetings by phone and email as needed.

TREASURER
The Treasurer shall be the custodian of all Association funds. All funds are to be maintained in a depository approved by the Pastor. The Treasurer shall keep all account balances and report all expenditures at all meetings. Association funds will be handled in the following manner:

1.  Annual budgets will be presented at the September Basketball Association general meeting. After budget approval, a request for funds will be presented to the Treasurer who will require approval from the Board prior to distribution.
2.  Incidental expenditures, not covered by the budget, must be approved by the Board.
3.  A Treasurer’s report will be completed monthly to reconcile all accounts and presented to the Parish Council.
4.  Maintain records of receipts for expenses for all purchases and other related expenses.
5.  All money and receipts shall be given to the Treasurer in a time not to exceed 10 days from the time of purchase or receipt of money.
6.  Provide means of collection of all money collected from gate, concession coordinators from cash boxes and provide set amount of change at beginning of all home games or other times as needed.
7.  Draft weekly checks for referees.

EQUIPMENT MANAGER
The Equipment Manager will provide appropriate equipment (e.g. game balls, practice balls, practice jerseys/pennies, scorebooks, first aid kits, ball bags, etc.) to head coaches.  Equipment will be properly marked signifying CTK ownership and properly issued.

He/She will, with Board approval, purchase new equipment as necessary by acquiring check or reimbursement from Treasurer and providing all receipts to Treasurer.  Maintain inventory of game uniforms and records of issuance to players (a $50.00 deposit will be made for all uniforms issued and will be returned when uniform is turned in after the season).

VOLUNTEER COORDINATOR
The Volunteer Coordinator will act as the liaison with team parents to ensure parent volunteers are available to staff the gate and concession stand during league play at CTK.  He/She will oversee the proper operation of the concession stand to include maintaining stock of items for sale as well as support items. The volunteer coordinator will ensure Health Department regulations applicable to the operation of the concession stand are strictly adhered to.

COACHES
Coaches must have previous experience either playing and/or have previous coaching abilities; preferably, be associated with Christ The King Parish or School; display the ability to work with children and young adults; set a good example to the children and parish-at-large of Christ The King; must work with Basketball Coordinator to resolve issues with players and/or parents; must encourage good sportsmanship from both players and family members alike in keeping with the Christian values promoted by the Parish and School.

***  All adults in the Christ The King Basketball Association who are directly involved, in any capacity, with minor children are required by the Diocese of Richmond to complete the VIRTUS training course.  This includes, but is not limited to, all Board members, Coaches, and Assistant Coaches.  Anyone having not completed this training will not be permitted to participate in any of the aforementioned positions in the Association.  No exceptions.

ARTICLE V – TEAM COMPOSITION
In the event that there are more than 15 players registered to play basketball at the Midget, Junior, or Senior levels, players will be divided into separate teams using the following guidelines:

The Basketball board will oversee the draft of team rosters to ensure that teams are divided with equal talent, enabling each team at a particular level the opportunity to succeed and be competitive. The Board will have final approval of team rosters to ensure the integrity of the draft.
Coaches who wish to remain in their positions at the same level from the previous season may do so at the discretion of the Board.

Players returning to the same level from the previous season have the option of returning to play for the same coach if, in fact, that coach is returning.  Players who opt not to return to the same coach must place themselves into the draft pool.
The draft pool shall consist of a) new players to the Association, b) players moving up from a lower level, and c) players who choose not to remain with their coach from the previous season as outlined in #3 above.
Any Head Coach who also has a child playing at the level in which he/she is coaching may automatically have that child on his/her roster unless that player chooses to be placed in the draft pool.
Once the eligible players make the decision to remain in the draft, the remainder of the roster shall be filled by alternating player selection.  Example:  Coach #1 already has his/her own child and two returning players on the team roster.  At this point, Coach #2 may select three players from the draft pool to even the rosters.  The coaches then alternate selections from the remaining draft pool until all players are chosen.

ARTICLE VI – CODE OF CONDUCT FOR PARTICIPANTS IN ATHLETIC EVENTS

SECTION 1 – PARTCIPANTS
Participants shall be defined as all student athletes, coaches, Association members, officials, family members, and guests.
The participants must realize that such participation is not a right, but a privilege that carries with it the responsibility of reflecting Christian ideals as responsible ladies and gentlemen. No participant is ever allowed to use participation in sports as an excuse for unchristian or unsportsmanlike behavior. All participants in athletic events must abide by the decision of the game officials. No participant in the athletic programs is allowed to indicate objections to decisions by the game officials, coaches, or any other personnel associated with the team/game by verbal attack or damage or misuse of equipment. No participant is allowed to lay hands upon, bite, spit at, shove, strike, or threaten any coach, player, spectator, or game official.
Any participant who is guilty of physically and/or verbally attacking any person during practice sessions, scrimmages, or games will be ejected from the premises and subject to further disciplinary action. The showing of disrespect for the property of another team, their team transportation, or facility used by the team will be looked upon as an act of vandalism and punished accordingly.
Participants in athletic programs are obliged to follow all league rules, as well as rules set forth on the local level by the Pastor, Principal, and Board. Any observed violation of the rules of conduct by participants may be reported to the President for appropriate action according to the guidelines set for handling offenses. Serious misconduct by participants may result in one or more persons being banned from attendance at subsequent competitions in the same school year.

Misconduct violations by student athletes are the primary responsibility of the game officials. Spectator misconduct becomes the responsibility of the game official, Pastor, Principal, Board Members, Coaches, and all Christ The King Basketball Association members. The order of jurisdiction for imposing penalties for the violations of regulations starts with the game officials and then falls to the Board, specifically, as TCBL representative, the Basketball Coordinator.

SECTION 2 – PARTICIPANT MISCONDUCT
To ensure good sportsmanship, team unity and outstanding Christian behavior, the following procedure has been set to deal with any participant misconduct:

1. FIRST OCCURENCE – The participant will be given a verbal warning, in the presence of another Athletic Association member. The warning will address the problem(s) and will provide guidelines on how to correct the situation.
2. SECOND OCCURENCE – A second warning to a player for any offense will result in a phone call or a visit with the parent of the player. The parent will be notified of the problem and advised that a first warning was given. The President will also be notified and the situation will be documented. A copy of the offense documentation and corrective action will be provided to the parent of the player. For any non-player, a second offense will result in a meeting with the President and Basketball Coordinator with notification to the Board. The situation will be documented. A copy of the document and corrective action will be provided to the participant.
3. THIRD OCCURENCE – The third occurrence for a player will result in written notification to the player and parent of the player that the player has been dismissed from the team for the current season. The situation will be recorded with the Board and disciplinary action will result. If a non-player commits a third offense, he/she will be banned from the facilities for the rest of the season.

ARTICLE VII – RULES AND POLICIES
1.  All players must attend all scheduled practices. Exceptions will be made for illness and other substantial reasons with notice (in advance, if possible) given to the coach.
2. All players are expected to show respect for their coaches and fellow players. No profanity, fighting, arguing, or vandalism will be tolerated on or off the playing area.
3. Coaches are responsible for their own teams and will conduct their teams in a proper manner following all association and team rules and procedures.
4. If at any time a player or a parent believes he or she has a valid complaint with the coaching, volunteering, or the way things are being handled, the following steps must be taken:

a. Communicate with the team coach. The coach should be able to resolve most situations.
b. Contact the Basketball Coordinator.
c. Contact the President.
d. Submission of the complaint, in writing, to the Board for resolution.

5. All changes to the By-Laws must be approved by a two-thirds majority of the Basketball Association members in attendance (one vote per family) at the Board’s Annual Meeting each May.
6. At least one team parent is required for each team and the duties are to be decided by the specific team coach. The main responsibility of the team parent is to provide team management support and free the coaching staff to concentrate on the skill and tactical development of the student athlete.
7. It is the responsibility of each Association member to adhere to these by-laws and to take action where required to assume that the philosophy and purpose of this Association are fulfilled.
8. Players must attend Christ The King Catholic Church’s Christian Formation classes or the equivalent at another Catholic parish, or attend Christ The King School, except where this provision conflicts with league by-laws.
9. Coaches are required to provide all team rules and policies to the players and parents in writing no later than the second practice session of the season. This is to be done during a team meeting where the team parent will be identified to the team members and their parents.

ARTICLE VIII – PARTICIPATION
Board members are expected to be available on-site at CTK to ensure the smooth execution of league play and all associated activities on game days.
All parents of children active in sports will be expected to volunteer during game day, as needed, to assist in the operation of the gate, concession stand, and other activities associated with league play. Either parent may fulfill the obligation.

GYMNASIUM RULES

TO ALL GROUPS USING CTK’S GYM:  PLEASE CHECK THE CONDITION OF THE GYM BEFORE YOU USE IT.

1.  AFTER YOU USE THE GYM YOU MUST COMPLETLEY CLEAN IT USING DUST MOPS, DUST PANS AND TRASH CANS.

2.  SODA CANS AND BOTTLES MUST BE THROWN OUT PROPERLY.  IF A BEVERAGE IS SPILLED A WET MOP MUST BE USED.

3.  DO NOT LEAVE ANY CLOTHING OR BOOKS, ETC. BEHIND.

4.  LIGHTS MUST BE TURNED OFF AND THE GYM PROPERLY SECURED.

5.  CHECK BATHROOMS FOR TRASH ON THE FLOOR OR CLOTHING ITEMS LEFT BEHIND.

6.  THE STAGE AREA IS OFF LIMITS AT ALL TIMES.

7.  WHEN YOU ENTER THE GYM AND FIND THAT IT HAS NOT BEEN CLEANED BY THE GROUP BEFORE, PLEASE REPORT IT TO THE PRINCIPAL AS SOON AS POSSIBLE.

8.  NO TRASH OR ITEMS ARE LEFT IN THE LOCKER AREAS.

9.  NO TRASH OR ITEMS ARE LEFT IN THE FOYER OF THE GYM OR SCHOOL.

10.  PARENTS ARE RESPONSIBLE FOR THEIR CHILDREN.  CHILDREN ARE NOT TO BE LEFT AT THE GYMNASIUM UNATTENDED.

THE SCHOOL WILL PROVIDE THE NECESSARY CLEANING TOOLS FOR YOUR USE.  THE JANITOR’S CLOSET WILL BE OPEN FOR WET MOPS.  DRY MOPS AND DUST PANS WILL BE LOCATED IN THE CORNER OF THE GYM.

THANK YOU FOR YOUR COOPERATION.  WE WANT EVERYONE TO ENJOY THE USE OF THE GYM BUT WE WILL NOT PERMIT ABUSE IN ANY MANNER.
